Introduction. The article presents the author's interpretation of the process of constitutional control institutionalization in Russia. The paper highlights the dominant factors and main vectors of the constitutional control transformation in the context of modernizing the political and legal systems of the Russian Federation. The authors pay a particular attention to the specifics of the Constitutional Court of the Russian Federation functioning in the current system of separation of powers and upholding the sovereignty of the Russian state in the context of contradictory modern processes of political globalization.
Methodology and methods. The theoretical and methodological base of the work includes theses of Russian and foreign scientistsconstitutionalists A. Medushevskiy, V.E. Chirkin, L. Fridman, F. Luscher. The theories of political modernization and globalization (A.Yu. Melvil, S. Lantsov, S. Eisenstadt, S. Huntington, I. Wallerstein, Z. Bauman) were used to analyze the functional specificity of constitutional control institute activities in the conditions of forming a global and regional "risk society", and a new Russian state after the Soviet Union collapse. The empirical base of the study was the following: the Constitution of the Russian Federation; Constitutional and Federal laws of the Russian Federation, other legal documents regulating the activities of state authorities and administration; periodical materials; research results of the leading sociological centers – Russian Public Opinion Research Center (VTsIOM), Levada-Center.
Analysis. The stages of forming the constitutional control institution and its transformation should be considered in the context of modernizing the Russian state, its political and legal systems. At the same time, the inconsistency of the statist model of political modernization in Russia has a significant impact on modern institutional reinforcement and the practice of implementing the principle of separation of powers, including the political and legal status of the Constitutional Court of the Russian Federation. The escalation of internal and external risks and threats to the Russian society and state objectively defines a number of restrictions to the comprehensive disclosure of the constitutional justice political potential.
Discussion. The main discussion dominants in analysing factors and directions of the constitutional control institute transformation in modern Russia are the following: the degree of rootedness of constitutionalism principles and constitutional values in the public consciousness of Russian citizens, and first of all among the ruling elite; the effectiveness of implementing constitutional control in comparison with other types of control – public, civil, parliamentary, etc.; the indicators of performance of the Constitutional Court of the Russian Federation to strengthen Russia as a legal, democratic state while ensuring stable and safe development of the national society.
Results. The article highlights the main stages of the constitutional control institutionalization in the national history. The interrelation of modernization transformations of Russian society and the state with formation and functioning of the Constitutional Court of the Russian Federation is traced. The paper presents the dominant vectors of the constitutional control institute transformation in the Russian political and legal space, taking into account real and potential risks and threats in the personality-society-state system.

Libertarianism filled the Ukrainian ideological space immediately after the July 31, 2019 presidential election. at that time V. Zelensky's adviser, and now the vice-speaker of the Verkhovna Rada Ruslan Stefanchuk declared that the ideology of the political party "Servants of the People" would be libertarianism.The technology of ideological intervention to gain power is not new. The danger of libertarianism is a legalized official ideology that promotes the destruction of the foundations of the state, the statehood of Ukraine. According to the main speaker of "Servant of the People" R. Stefanchuk, "the state should keep only service functions".Recent research and publications analysis. Conditions of influence of society's political capacity and ideological technologies were the subject of study by the National Institute for Strategic Studies, including the study "Ukraine in the semantic wars of postmodernism: the transformation of Ukrainian national identity in globalization" by N. Pelagesha. The author draws attention to the problem of creating a supranational pan-Russian identity in Ukraine, emphasizing that Ukraine is the object of the policy of forming a pan-Russian identity, which contradicts the goals of state formation and Ukraine's European integration aspirations.Monographic study "Worldview, culture, ideology. Challenges of Globalization" by D. Viter, B. Glotov, O. Korkhe, A. Reshetnichenko, highlight the importance of ideology for the existence of the Ukrainian state and national identity.To consider this problem, John Rex's research "Ethnic Identity and the Nation-State: The Political Sociology of Multicultural Societies" was taken into account.The study of national identity and its formation as a collective phenomenon, the political consequences of this phenomenon, identity and ideology that lead to instability have been the subject of study by Anthony D. Smith.Highlighting previously unsettled parts of the general problem. The proposed political ideology of the Servants of the People party in these extremely difficult conditions, libertarianism, is a project that is essentially destructive, deliberately aimed at developing free-thinking and denying the existence of a state institution as such. The proposed ideology is a technology for the destruction of the state mechanism, a successful "invention" in the context of a hybrid war of the Russian Federation against Ukraine.The dangerous hidden uncertainty of libertarianism is exacerbated by the unformed political course and the lack of public policy.Libertarianism in the Ukrainian realities should be considered meaningfully in the vector of national security. It is necessary to explore the challenges and risks posed by the propaganda of this trend for Ukrainian statehood.Paper main body. The development of state-building processes in Ukraine, the formation of the system of state power takes place under conditions of insufficient institutionalization of the main power structures, the unregulation of their legal status and the scope of competencies.Libertarianism, in fact, is an "illusory ideology for the distortion of forms of consciousness" in Ukrainian society and a direct threat to the constitutional foundations of the state, essentially modernized Bolshevism.The main threat to the ideology of libertarianism is the destruction of the foundations of state formation, the absence of state policy that determines the directions and principles of social development, respectively, the national political course.The ideology of the Ukrainian state is a factor in state formation and Ukrainization of public life and social protection. Traditionally, the Ukrainian idea of state-building was based on the principles of national and public solidarity, rejecting the slogans of communism with the dictatorship of the proletariat and distorted forms of liberalism.Conclusions of the research and prospects for further studies. In connection with the massive onset of chaos technology in the form of libertarianism, attention should be paid to the problem of data destruction, the ideological maneuver of civic and national identity. Issues of ideology, as a determinant of national and public identity, solidarity are issues of national security of Ukraine. The so-called libertarian ideology in modern Ukrainian society is aimed at destroying the years of military aggression of the Russian Federation, national and civic solidarity, national and civic identity, in particular. Ukraine is a threat to national security and the existence of the state.

The article identifies and presents the national and cultural foundations for the study of the domestic legal space, namely the modernization changes that inevitably arise and will take place in its later development. It is clear that with this sense of development of knowledge about the national legal world, it is very difficult to assess the inevitable perspectives for its development, in particular, the specificities of the implementation of digital technologies, the characteristics of its regulatory legal mechanism and possible perspectives.

The main scientific approaches to the peculiarities and specifics of the process of political socialization of youth in modern conditions of development of Ukrainian information society are given. The theoretical basis for characterizing the basic preconditions and principles of political socialization of youth in Ukraine is determined. The author's vision of the features for the implementation of the processes of political socialization of youth is substantiated. Considerable attention is paid to the critical analysis of various scientific views on the means and tools of political socialization of youth, in particular, the role of the Internet as a modern means of communication for active and accelerated involvement of young people in political life. An analysis of the results of a sociological study on the inclusion of Ukrainian youth in political processes is carried out. Conclusions are made regarding the main trends and specifics of youth participation in political processes, which is expressed through the organization of various public organizations and movements. ; У статті здійснено аналіз теоретико-правових засад та проблемних аспектів політичної соціалізації молоді. Наведено основні наукові підходи до особливостей та специфіки процесу політичної соціалізації молоді в сучасних умовах розвитку українського інформаційного суспільства. Визначено теоретичне підґрунтя для характеристики основних передумов та принципів політичної соціалізації молоді в Україні. Обґрунтовано авторське бачення особливостей здійснення процесів політичної соціалізації молоді. This article undertakes a very sensitive issue: space security and counterspace capabilities and arms control. Those issues come under the sovereignty of each state and are strictly connected to national defense and policy. Counterspace, also known as space control, is the set of capabilities or techniques that are used to gain space superiority. Space superi-ority is the ability to use space for one`s own purposes while denying it to an adversary. These issues are so important now in the era of fast-growing state activities in space and under such a big dependence on space. Anti-satellite weapons (ASAT) are a subset of offensive counterspace capabilities, although the satellite itself is only one part of the system that can be attacked. That is the reason why protecting space infrastructure, in the absence of stabilized international space control cooperation and difficulties in reaching an agreement on PPWT treaty and lack of progress of international space law in this matter, is crucial by building the Space Situational Awareness system. Collaboration of states in this matter seems to be a priority.
